SEGURA supported Management Systems International (MSI) in Mali on the USAID-funded Support to Local Governance and Decentralization Program (Programme de Gouvernance Partagée 2). A task order under the Encouraging Global Anticorruption and Good Governance Efforts (ENGAGE) IQC, this program aimed to promote good governance practices, reduce corruption, and engender social cohesion and sustainable development.

A key project function was to provide training and technical assistance in budgeting and general financial management at the commune level. SEGURA provided short-term technical assistance to: review local financial management activities and practices; revise modules and reference materials for accounting, budgeting, resource mobilization, management, and other functional areas; and then develop and provide staff training and relevant materials related to financial management and fiscal inventories.
