Paul Cumiskey, CPA
Associated Senior Specialist
Paul Cumiskey is an Associated Senior Specialist at SEGURA leading projects in the Water & Sanitation reform sector. A former Director at PricewaterhouseCoopers (PwC), Mr. Cumiskey is a seasoned accounting professional with practical experience in utility regulation, financial planning, accounting, tariff setting, valuation and institutional strengthening.
As SEGURA's associate, Mr. Cumiskey participated in the corporatization process of the Amman water utility and worked for involved in the SUWASA project providing advice to the water sector reform processes in Ethiopia and Nigeria.
Prior to his collaboration with SEGURA, he founded PJ Sun LLC, a specialized consulting firm in water sector services. His career record also includes 30 years with PwC’s international accounting and management consulting practice, and has project experience in the United States, Eastern Europe, Africa, Asia, Latin America and the Caribbean.
His institutional strengthening assignments have included all aspects of water utility management, including customer service, accounting and controllership functions, asset management and information systems design and implementation. His accounting experience has included the management of audits of the financial statements for some of the largest municipal water and sewer authorities in the United States and the Caribbean. These audits included a review of accounting principles to ensure consistency with generally accepted accounting principles.
Mr. Cumiskey served as a national reviewer of government financial statements for the Government Finance Officers Association of the United States and Canada. He managed assignments to form new utility companies and establish initial policies, budgets, tariffs and information systems. Further, he directed multiple assignments to establish metric and performance benchmarks for water and sewer utilities.
Mr. Cumiskey is a Certified Public Accountant (CPA) in the USA and obtained his BSc. in Accounting from The George Washington University in Washington DC.
