Through a Task Order under the SEGIR Privatization II IQC, SEGURA provided important capacity-building assistance to the Government of Ukraine – at both national and municipal levels – to develop and then publicize its Public-Private Partnership (PPP) program. This included building greater understanding and consensus around the targeted use of PPPs to attract badly-needed investment to upgrade public services and related infrastructure.

The SEGURA team first conducted an important gap analysis of the needs of related stakeholder groups, including the central Government; representatives of the Cabinet of Ministries, Euro 2012 Agency and Presidential Secretariat; legislators and local officials; representative private sector groups involved in project finance, construction and project development; and civil society organizations. The SEGURA team developed investment-grade pre-feasibility studies, legal and regulatory recommendations, and a PPP procedures manual. SEGURA brought together national and local officials and prospective investors, detailing PPP policies and procedures and highlighting PPP opportunities in water, transportation, infrastructure (roads, bridges, airports), ICT, and customs. 

In addition to investor and government investment promotion events, SEGURA conducted several public awareness events with local journalists from leading media outlets, including “Improving the Enabling Environment for PPP” and “Overcoming Infrastructure Constraints to Ukraine’s Competitiveness.” Through these events and seminars, Ukraine was able to better disseminate knowledge about PPP programs and their role in stimulating the development of the private sector and encouraging minority economic empowerment in sectors like energy, transportation, municipal services, water, solid waste, telecommunications, health, and education. In addition, SEGURA organized separate comprehensive training programs for more than 150 national and local officials, including critical “train the trainer” programming to improve local capacity and sustainability. To complement event planning and logistics, SEGURA also prepared technical content and investor briefs.
