Dr. Toulmin is an experienced professional with more than 35 years of experience in consulting, public administration reform, monitoring and evaluation, utility development and regulation, urban government administration, e-government, and disaster management and mitigation.  He served for fifteen years as a Principal at Booz/Allen/Hamilton, and has worked on over 50 major projects on every continent, funded by USAID, the World Bank, Australian Aid and other donors.  He is active and experienced in various sectors, including information and communications, transport, insurance, utilities and housing.  He recently served for three years in the Prime Minister’s Office of the Republic of Vanuatu (SW Pacific) as a senior advisor to the Chief Information Officer in the areas of e-government, educational development, health administration and service delivery improvement.  He has extensive experience and skills in personnel management, labor relations, training, program planning and public relations.

Dr. Toulmin holds an M.P.A. from the Maxwell School of Syracuse University and a Ph.D. in Economics, Public Policy Analysis and Public Administration from American University.  He is the former Chairman of the Section on Emergency Management of the American Society for Public Administration.   He has a working knowledge of Spanish, French and Bislama.
