In January-March 2014 SEGURA Consulting undertook the midterm evaluation of the Private Sector Development (PSD) project in Serbia.
The evaluation was of a unique government-to-government effort funded by USAID in the South and Southwest Regions, two of the poorest regions in that country. Working through the National Agency for Rural Development (NARD) and four regional Rural Development Agencies, USAID’s four year, $6.5 million program was designed to support more than 200 selected SMEs, women and youth-owned start-up enterprises, and associations operating in the agriculture, textile and shoe, and light industry sectors.
The project involved business training, new technology grant packages, international trade show support and mentoring delivered by RDA staff and local consultants. SEGURA’s two-person team developed a random sample of these enterprises and associations and traveled to interview 45 of them, plus the government agencies directly involved in the program. The evaluation team identified the project’s strengths and weaknesses and recommended adjustments and improvements for some components that required strengthening.
