The goal of the USAID Investment Climate Improvement Project (ICI) project was to assist the Palestinian Authority (PA) in adopting and implementing the laws, regulations, policies, and procedures consistent with the obligations for full-membership in the World Trade Organization (WTO) and to improve the business climate while promoting domestic and foreign investment.

SEGURA Consulting assisted Chemonics in developing and implementing a WTO road map and action plan with the PA's Ministry of National Economy, leading activities that supported the PA to adopt and implement the laws, regulations, policies, and procedures required to improve the business climate and promote domestic and foreign investment, bring the trade regime into compliance with the requirements for full membership in the WTO, and improve revenue yield from domestic taxes so as to move toward a more sustainable fiscal position.

Other activities included providing assistance to the Ministry of Telecommunications to improve its regime in the light of the WTO's General Agreement on Trade in Services (GATS), and supporting the design and implementation of a graduate degree program in trade law and policy and to develop academic resources at Al Quds University – Jerusalem.
