Rubén Darío Lizarralde is a senior executive with an extensive track record and significant experience in both the public and private sectors. He is a former Minister of Agriculture and Rural Development of Colombia, and was Secretary of Finance and Treasurer of the Bogotá City Government, as well as Vice Minister of Economic Development years before. In the private sector, Mr. Lizarralde has also occupied top management positions, such as Executive President of Campetrol (Chamber of Oil Assets and Services), General Manager of Indupalma, a Colombian palm oil-producing company and Vice President of the Colombian Automotive Company (CCA).  He was also Technical Advisor for Colombia and Perú to the Board of Directors of the Inter-American Development Bank in Washington DC.

Mr. Lizarralde obtained his degree as an Attorney and Socio-economist from the Javeriana University in Bogotá, Colombia and a Master of Science degree in Program Management (MSPM) from the University of Miami. His firm Lizarralde & Asociados teams up with SEGURA on public policy and development projects with a focus on the Latin America & Caribbean region.
