Jorge F. Segura
Managing Partner and CEO

Mr. Segura is founder and Managing Partner of the firm. His main areas of professional experience include: public sector and state-owned enterprise reform; financial and economic analysis; public-private partnerships; competitiveness and business enabling environment; and infrastructure reform and finance. 

A former Partner at PricewaterhouseCoopers LLP and Booz Allen & Hamilton, Inc., Mr. Segura has more than 30 years of economic development consulting experience in emerging markets in Latin America, Eastern Europe, the Middle East, South East Asia and Africa.

Over the years he has directed numerous technical assistance projects financed by international organizations and multilateral development banks, including the U.S. Agency for International Development (USAID), the World Bank Group (IBRD, IDA, IFC, MIGA), the Inter-American Development Bank (IADB, IIC); the United Nations Development Program (UNDP) and CAF Development Bank for Latin America.

Mr. Segura is a Ph.D. candidate (ABD) from the School of Business and Public Management at The George Washington University in Washington DC; holds a Master of Business Administration (M.B.A.) from Xavier University, Cincinnati, Ohio (1979) and obtained his degree in Economics at the Pontificia Universidad Javeriana in Bogotá, Colombia (1977). Furthermore, he completed the “Infrastructure in a Market Economy (IME)” program at the Kennedy School of Government, Harvard University (2005).

Mr. Segura has been a Guest Speaker at international professional seminars and has contributed to selected publications. Besides English, he is fluent in Spanish and German. He is a member of Pi Alpha Alpha, National Honor Society for Public Affairs and Administration, and the American Society for Public Administration (ASPA).
